COORDINATOR, TRANSFORMATION OFFICE

The Transformation Office is established as a strategic support and coordination function within the Ministry, mandated to drive strategy formulation, implementation, monitoring, evaluation, research, and institutional transformation in line with Government of Botswana policies, priorities, and development frameworks.
The Office is responsible for ensuring that the Ministry’s plans, programmes, and projects are strategically aligned to national development priorities, effectively implemented, performance-driven, and informed by credible evidence to enhance service delivery and public sector productivity.

In fulfilling its mandate, the Transformation Office shall:

  • Coordinate strategic planning and alignment by guiding the development, implementation, and review of ministerial strategic plans, annual performance plans, and sectoral strategies in accordance with national policy instruments, including the National Development Plan and relevant government directives.
  • Strengthen performance management and accountability by establishing and overseeing performance monitoring systems, dashboards, and review mechanisms to track implementation progress, manage results, and improve organisational effectiveness.
  • Lead monitoring, evaluation, and research functions through the development and application of standardised frameworks, guidelines, and tools to assess the performance, outcomes, and impact of policies, programmes, and projects.
  • Promote evidence-based planning and decision-making by coordinating research, evaluations, and sector statistics, and facilitating the systematic use of findings and recommendations to inform policy, planning, and resource allocation.
  • Drive change management and public service reforms by identifying transformation opportunities, coordinating reform initiatives, and supporting the implementation of change management processes aimed at improving efficiency, innovation, and responsiveness.
  • Build institutional capacity and strengthen partnerships by facilitating stakeholder engagement, advocacy, and capacity-building initiatives that support departments in planning, reporting, implementation, and performance improvement.
  • Ensure compliance, quality assurance, and risk management by promoting adherence to Safety, Health, Environment, and Quality (SHEQ) standards, government policies, systems, and regulatory requirements.

Through this mandate, the Transformation Office provides strategic advisory and technical support to the Permanent Secretary, contributing to improved governance, strengthened accountability, enhanced service delivery, and the entrenchment of a results-oriented and performance-driven culture within the Botswana Public Service.
